What Is a Google Ads Manager Account (MCC)?
Answered 3 November 2026 · Written and reviewed by Christopher Krassnig
A Google Ads manager account (MCC) is one Google Ads account that lets you see and manage many other accounts from a single login. Agencies and multi-store owners use it. Each ad account links to it and keeps its own campaigns. Scaley Media Buyer, which we build, sees your account read-only through Google's sign-in, with no manager link needed.
Manager Account vs Account Manager
Google's own words: "A manager account is a Google Ads account that lets you view and manage multiple Google Ads accounts." Google still titles its help pages "Manager Accounts (MCC)", which is why people search for both names.
Think of it as a folder with a login. You make it as a new, separate account. Then you link ad accounts under it. Your campaigns, budgets and history stay in each ad account. The manager account just lets one person, or one team, jump between them without logging in and out.
It does not move campaigns from one account to another. And it is an account, not a person. When people search "google ads account manager", some mean this account and some mean a human who runs their ads. That person can be an agency, a freelancer, or someone on your own team. Some mean the person from Google who calls with ideas for your account. My advice there: listen, then decide yourself. They do not run your account for you, and you can say no to any change. This page is about the account. Looking for a person to run your ads instead? The pages below on whether you need a Google Ads expert and what PPC management costs cover that. Or look at ZenoX Media, my Google Ads agency.
One case where you need one even with a single store: Google says "A manager account is required for Ads accounts using monthly invoicing." If you pay by card, that line does not apply to you.
Do You Need a Manager Account?
Most single-store owners do not. Here is my call, from running 400+ store accounts at ZenoX Media, my Google Ads agency. It is advice, not a Google rule.
| Your situation | Need an MCC? | Why |
|---|---|---|
| One store, you run the ads yourself | No | One account, one login. A manager account adds a step and nothing else |
| One store, an agency or freelancer helps | No, the agency does | They link their manager account to yours, or you add them as a user by email |
| Several stores or brands, each with its own ad account | Yes, it helps | One login for every account, and one place to see them side by side |
| You run ads for clients | Yes | This is what it was built for. Clients link to you and keep their own accounts |
| You want monthly invoicing instead of card payments | Yes | Google says monthly invoicing needs a manager account |
| You want a tool to read your account | Usually no | Tools like Scaley connect through Google's sign-in, so no manager link is needed |
If you are on the fence, skip it. You can make a manager account later and link your existing account to it. Nothing about your campaigns changes when you do.
How to Create a Manager Account and Link Your Store
Google's steps, in order, read 3 November 2026. Menu names can shift a little as Google updates the screens.
- 1
Open the manager account page
Go to ads.google.com/home/tools/manager-accounts and click "Go to Manager Accounts". Sign in with the email you want to manage from.
- 2
Name it and pick how you will use it
Enter a name. Your clients will see it, and Google does not accept a web address as the name. Then choose whether it manages your own accounts or other people's.
- 3
Set country, time zone and currency carefully
Google says the time zone is used for reporting and billing and can't be changed, and the currency is permanent. Pick the ones your store reports in.
- 4
Send a link request to your ad account
In the manager account, click the Accounts icon, then Sub-account settings, then the plus button, then "Link existing account". Enter its customer ID, click Preview, then "Send Request".
- 5
Accept it from the ad account
Sign in to the ad account with an admin login. Open Admin, then Access and security, then the Managers tab, and accept the link request. You can also accept from the invitation email.
Google Ads Access Levels and Who Gets Which
Everyone you let into your Google Ads account gets one access level. Google lists five. The last column is my advice.
| Access level | What it can do (per Google) | Give it to |
|---|---|---|
| Email-only | Gets notification emails and reports. Nothing else | A partner who only wants the weekly numbers |
| Billing | Sees and edits billing information and runs billing reports | Your bookkeeper |
| Read-only | Sees campaigns, runs reports, uses planning tools. Cannot edit campaigns or billing | Anyone auditing or advising you, or checking an agency's work |
| Standard | Everything read-only can, plus edits campaigns and billing information | Whoever actually runs your ads, and nobody else |
| Admin | Everything, including giving access, changing access levels, and linking or unlinking managers | You. Keep at least one admin login on your own email |
The rule I give every store owner: you are always an admin on your own account, on an email you control. Agencies come and go. If the only admin login belongs to someone you stop paying, getting admin access back is slow and painful.
How to Give Read-Only Access Without Sharing a Password
Never send anyone your Google login. There is no reason to. Here is how, for a person, an agency and a tool.
For a person, like a freelancer or an auditor, add them as a user. In your Google Ads account, open the Admin menu, then Access and security. Click the plus button, type their email, pick Read-only, and click "Send invitation". They sign in with their own Google login. To take it back, find them on the same page and click "Remove access".
For an agency, let them link their manager account. They send a link request from their side using your customer ID. You accept it in your account under Admin, then Access and security, on the Managers tab. Google lists accepting a link request as an Admin job, so you need admin access on your account to say yes. Unlinking a manager later is an Admin job too.
Linking is not the same as handing over ownership. Unless you also give "administrative ownership", the agency cannot add admins or remove other managers.
For a tool, look for Google's sign-in screen. Scaley connects this way: you click connect, sign in with Google, and approve the access on Google's page. No password changes hands, and you can remove the access later from your Google account's security settings.
Manager Account Limits
You will not hit these with a handful of stores, but here they are, straight from Google's help pages.
| Limit | Number |
|---|---|
| Google Ads accounts on one email address, manager accounts included | 20 |
| Linked non-manager accounts per manager account | 85,000 |
| Active linked accounts, highest monthly spend under $10,000 in the last 12 months | 50 |
| Active linked accounts, highest monthly spend $10,000 to under $500,000 | 2,500 |
| Active linked accounts, a manager account with no spend yet | 50 |
The one we see store owners hit at ZenoX Media is the 20-account email cap, after testing a few stores on one Gmail. Above $500,000 a month, Google lists no active-account cap, only the 85,000 total.
Do It Yourself, Hire Someone, or Let Scaley Read It
If you just want someone to look over your shoulder, adding a person as Read-only costs nothing and takes a couple of clicks. Google's help pages walk you through every screen.
If you want a person to run the whole account, that is an agency or a freelancer, and they will usually ask to link their manager account. ZenoX Media is mine, so I am not neutral there. Whoever you pick, keep your own admin login.
Scaley Media Buyer ($99/mo + 1% of total ad spend) is the one we build, so weigh that too. It connects to Google Ads read-only through Google's sign-in, with no manager link and no password. You ask "where is my money leaking?" and it reads your live account and answers right away. The dashboard also keeps a running count of the wasted spend it found this week, so you see it without asking. It never changes a setting and never runs on its own. It works with manager accounts too, if your stores already sit under one. The base fee is charged once, and the percent runs on total ad spend across every account you connect.
Scaley comes in two other levels. Scaley Consultant ($99/mo flat) reads screenshots or CSVs you upload and connects to nothing at all. Scaley Suite ($199/mo + 4% of total ad spend) finds the fixes and queues each change with the reason. Only the Scaley Suite writes to an account, and only after an individual yes from you.
Media Buyer and Suite carry the Leak Guarantee. Every month, if the wasted ad spend Scaley shows you is smaller than that month's bill, we refund the whole bill. The conditions are in the questions below. Every level starts with a 3-day free trial, card required.
Common Questions
Does a Google Ads manager account cost money?
Google's help pages for manager accounts list no fee for the account itself. You pay for the ads that run in each linked ad account, the same as before.
Can a manager account change my campaigns?
It depends on the access level each person on the agency side has. The agency picks that level. Google says standard users on a manager account can manage linked accounts, while read-only and email-only users can browse and get notifications but can't make changes.
How do I remove an agency's access to my Google Ads account?
Sign in with an admin login, open Admin, then Access and security. Remove single users with "Remove access". A linked manager account sits on the Managers tab, and Google lists unlinking a manager as an Admin job.
What is the difference between a manager account and a normal Google Ads account?
A normal account holds your campaigns, budgets and billing. A manager account is a separate account that links to normal accounts so one login can see and manage them all. The campaigns stay in the normal accounts.
Can AI read my Google Ads account without a manager link?
Yes. Tools like Scaley connect through Google's sign-in instead. Scaley Media Buyer works this way and reads the account read-only, so it can answer questions but never change a setting.
What is the Leak Guarantee?
Every month, if the wasted ad spend Scaley shows you is smaller than that month's bill, we refund the whole bill. Wasted spend means money spent in the 30It covers every paid bill. Ask within 14 days of the bill. It covers Scaley Media Buyer and Scaley Suite, the two levels that read your live account. Full terms are in section 6 of our Terms of Service.
