How to Get Out of Google Shopping?

Getting out of Google Shopping takes two moves, because the paid ads and the free listings are separate switches. Pause your Shopping and Performance Max campaigns in Google Ads, then stop the listings in Merchant Center. Two Switches, Not One
People pause the campaign, see their products still sitting in the Shopping tab a week later, and assume something is broken. Nothing is broken. Paid Shopping ads and free listings run off the same feed through two different doors.
Pausing a campaign closes the paid door only. The free listings keep going until you change something in Merchant Center, because they were never part of the ad account in the first place.
Stop the Paid Side First
In Google Ads, pause or remove every campaign that can serve products: the Shopping campaigns and the Performance Max campaigns. Performance Max is the one people miss. It carries your whole catalogue through the Merchant Center link, so pausing a Shopping campaign while PMax runs often barely moves your spend.
Check the spend the next morning rather than trusting the status column. If money is still moving, something in the account is still allowed to serve products.
Then Stop the Listings in Merchant Center
Four routes, from surgical to final.
One product, one surface: add the excluded_destination attribute to that product in your feed. Google's values include Shopping_ads and Free_listings, and it "prevents your product from appearing on chosen marketing methods or other features", so you can leave the ads and keep the free listings, or the other way round.
Products Google found on its own: open Data sources, find the "Found by Google" section, and choose "Stop managing products". Google's help page warns they may still appear in organic search results as unmanaged products, so this is a quieter exit than it sounds.
One product, gone: Products, open the product title, then "Delete product". Note the catch in Google's own documentation - a product with unresolved policy violations cannot be deleted until the violation is fixed.
Everything, gone: Settings, Data sources, the three-dot menu on the source, "Delete source", then "Remove". That takes the whole catalogue out at once.
